UCSF NEWSOSR Announces the Elimination of Negative Federal Disclosures The Office of Sponsored Research is pleased to announce that effective immediately, investigators who submit proposals to the Public Health Service (including NIH) and the National Science Foundation (NSF) and subcontracts under those agencies will no longer need to attach a “Disclosure of Financial Interest Form” if there are no conflicts to disclose. Instead, we are asking the Principal Investigator of the project to sign the new “Federal Principal Investigator Certification Form,” to ask participants on the grant about whether or not they have a conflict, and to attach only those federal disclosures that are positive. The PI will ask only those participants who are responsible for the design, conduct or reporting of the research. An explanation of what constitutes a financial interest can be found on the existing federal “Disclosure of Financial Interests” form. The new form, “Federal Principal Investigator Certification Form” replaces the old form “Declaration: Principal Investigator’s List of Participants Who Must File Disclosures of Financial Interest.” The new procedure will also apply to the following agencies that have adopted the federal regulations:
The change in procedure is part of the Office of Research’s Quality Improvement Project (QIP). It is our expectation that the elimination of the negative federal disclosures will remove a significant burden from the PI and streamline the proposal submission process.
