UCSF Gains Full AAHRPP Accreditation!The UCSF program to protect research participants has gained full accreditation from the Association for the Accreditation of Human Research Protection Programs (AAHRPP). UCSF is one of 33 institutions nationwide to hold this distinction and is the only West Coast university medical center to do so. Participation in the program by medical institutions is voluntary. [more...] OSR Announces the Elimination of Negative Federal DisclosuresEffectively immediately, Principal Investigators on NSF or NIH projects and subcontracts under those agencies must no longer submit a negative Disclosure of Financial Interest Form. Instead, PIs will ask participants on their grant if they have a conflict; if there are no conflicts of interest, the PI will submit the newly implemented "Federal Principal Investigator Certification: form. The rules of positive conflict of interest have not changed; if there is a conflict, the Disclosure of Financial Interest form must still be submitted. [more…] OSR to Approve Fund AdvancesThe University will provide authorization to spend funds in advance of an award being received and if there was a proposal submitted through the Office of Sponsored Research (Contracts and Grants or Industry), the agency has indicated their intention to fund the project. If there is a need to start a project before the official paperwork arrives and the department agrees to guarantee the funding if the award does not materialize, the Office of Sponsored Research may approve a fund in advance of an award (Fund Advance) to allow the project to begin. Request has been made to get other UC campuses to utilize the same master agreements that we have set up, but they are currently only for UCSF use. Instead, investigators are instructed to use the eRA Commons, a Web interface where NIH and the applicant organizations are able to conduct extramural research administration business electronically. [more...] Submit NIH Closeout Reports OnlineInvestigators can now submit required closeout reports for National Institutes of Health grants online, using the eRA Commons. The final progress report, final Financial Status Report (FSR), and final inventions statement can be submitted independently, but NIH reminds grantees that closeout is not complete until all three reports are submitted. DHHS Issues Final Rule on Research MisconductNIH has finalized the conflict of interest rules. The rules relax some of the strict limitations contained in the interim rules restricting outside teaching, speaking, writing and editing; but retain requirements mandating divestiture of holdings in pharmaceutical and biotech companies. [more…] NSF Revises Grant Policy ManualThe NSF has published a revised version of their Grant Policy Manual; this manual supersedes all prior versions and includes a summary of significant changes. One change is that the definition of Principal Investigator/Project Director has been expanded to include coverage of co-PI/PD. NSF has also added language to emphasize the required submission of the final project report—failure to provide reports will delay NSF review and processing of pending proposals for all identified PIs and co-PIs on a given award.
