New Subcontract Request FormAs part of the Office of Research Quality Improvement Project (QIP), a new streamlined form for requesting issuance of a outgoing subcontract has been developed. The new form is interactive and will allow faculty to more readily submit subaward requests. Effective immediately, the new Subaward Request Form should be used when requesting either a new or amended subaward. The form can be submitted directly to the Office of Sponsored Research as an email attachment or by other means as needed. A copy of the new on-line form along with full information on subrecipient monitoring requirements at UCSF can be found on the Contracts & Grants website.

[more...] Retirement Contributions In Proposals At the March 2006 meeting of the Board of Regents the University will present a proposal that calls for employer payments to the University’s defined contribution retirement fund. This will be the first time since 1990 that the University of California will make payments to the retirement fund on behalf of each eligible employee. A contribution of 3% of salary will be effective July 1, 2007 increasing to a 5% contribution effective July 1, 2009. [more...] OSR Announces New Form for Privately Sponsored Clinical Studies Effective immediately, a Principal Investigator on a privately sponsored clinical study must submit a new form, entitled “UCSF Supplement to Form 700-U for Privately Sponsored Clinical Studies,” along with Form 700-U at the time of proposal submission. This form is located on the forms page of the COIAC website. The Conflict of Interest Advisory Committee (COIAC) and the COI staff are introducing this new form to save time and to replace the former “Clinical Studies Agreement Letter” (CSAL). [more...] NATIONAL NEWSThe Department of Health and Human Services (HHS) continues to operate on a continuing resolution (CR) that currently extends through December 17, 2005. The CR applies the terms of the FY 2005 appropriations for the period covered by the CR. Until the final FY 2006 appropriation is enacted, NIH will be issuing non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 80% of the previously committed level). NIH will consider upward adjustments to these levels after the final appropriation is enacted, but expects institutions to monitor their expenditures carefully during this period. Questions regarding adjustments applied on individual grant awards may be directed to the Grants Management Specialist identified on the Notice of Award. HHS OIG Issues Compliance GuidanceThe Department of Health and Human Services Office of Inspector General (OIG) has released draft guidance for grant recipients to assist them in complying with the laws and regulations that govern grants. The guidance is designed to help Public Health Service grantee institutions develop controls, policies, and procedures that promote compliance. The recent document takes a format similar to other OIG compliance guidance, in that it operates within the OIG's standard framework for compliance programs, which are drawn from Federal Sentencing Guidelines. In addition to helping institutions manage grants, compliance programs are viewed favorably as evidence of an institution's intent by prosecutors in cases involving fraud or false claims. Comments are due on the draft guidance by December 28. Review the guidance Draft OIG Audit LeakedA draft of an audit by the Department of Energy's Office of Inspector General finds that the University of California improperly charged the federal government $6 million, through its contract for operating the Los Alamos National Laboratory, for money that it contributed to a charitable foundation that performs education and outreach in the New Mexico communities around the lab. The contributions to the foundation, the auditors found, should have come from the university not the grant. The New Mexican reports that the draft audit was leaked via a Web site maintained by Los Alamos employees that is frequently critical of management at the lab. The university says that it plans a response to the audit that will indicate that it disagrees with the finding. NIH Program Seeks to Speed Grant Process for New Applicants The National Institutes of Health has announced a pilot program designed to expedite the grant process for young scientists who have never won an award from the agency. If successful, the NIH might extend the revised procedure to all investigators, who often complain about delays. NIH Makes Major Changes to its Grant Application ProcessAfter months of intense preparation, the National Institutes of Health opened its doors in November to receive its first round of grant applications electronically through the Federal web portal of Grants.gov. Almost 2,000 small business and conference grant applications streamed in electronically to NIH for December receipt dates via Grants.gov, marking a major stride forward in NIH’s ongoing electronic submission efforts.
