Preparing for Electronic Submission in Grants.gov

A pdf generator software is required to submit an NIH grant through Grants.gov. The free Adobe Reader will not create an Adobe file. However, Adobe Acrobat Standard will create a pdf document. Grants.gov has published a document that lists some available tools and software that will generate pdf documents.

Memorandum of Understanding (MOU) for IRB Review of Multi-Campus Human Subjects Research for Expedited and Exempt Studies

A Memorandum of Understanding (MOU) for IRB Review of Multi-Campus Human Subject Research has been signed by the Institutional Officials at all University of California campuses and participating national laboratories. This MOU was created in response to requests by investigators for a more streamlined IRB review for multi-campus research and applies to research eligible for expedited review, i.e., research involving no more than minimal risk to the subject, as well as research that qualifies for exempt certification. When applicable, the MOU will allow research to be reviewed by the IRB at only one UC location rather than having to go through the entire IRB process at every UC campus at which the research will take place.

A PI from UCSF may request that another UC IRB review his or her application if any of the following conditions are met:

  • Most or all of the subject contact occurs at another site.
  • Another UC campus is the prime recipient of the funding award.
  • Research occurs at one or more sites and one investigator is willing to take the lead.
  • Research has already been approved at one site and the investigator is transferred to another campus.

Other conditions may be reviewed on a case-by-case basis. [more...]

Memorandum of Understanding (MOU) for IRB Review of UCSF, UC Davis and UC Berkeley Campus Human Subjects Research for All Categories of Review

In an effort to streamline the review process even further, UCSF, UC Davis and UC Berkeley are in the process of implementing an MOU that allows for the review of all categories of research, not only expedited and exempt but also full committee review, to be reviewed by one campus only. When applicable, the MOU will allow research to be reviewed by the IRB at only one UC location rather than having to go through the entire IRB process at either or both UC Berkeley and/or UC Davis in addition to UCSF.

The same conditions and procedures as described above apply to this agreement. During the first year, the campuses have asked that investigators limit this request to initial studies rather than renewals, though exceptions may be made on a case-by-case basis. [more...]

Postdoctoral Fellows Able to Serve as PIs on CHR Applications

Effective immediately, Postdoctoral Fellows are now allowed to serve as PIs on CHR applications if the following two conditions are met:

  • A UCSF faculty member who would otherwise qualify as a Principal Investigator is identified as the Co-PI on the application, and
  • A cover letter from the Co-PI faculty member is attached to the application stating that he or she agrees to serve as faculty support and/or a mentor to the Postdoctoral Fellow.

New Fellows Program: UC Industry-University Cooperative Research Program

As part of long term strategic plan to build enhanced and sustainable partnerships between UC and California industry sectors, the Industry-University Cooperative Research Program is launching a Fellows Program to start this July. The Program hopes to cultivate a cadre of individuals capable of establishing and extending successful interfaces and diverse linkages between academic research and the California R&D economy.

New NIH Business Practice for Measuring Effort Devoted to a Project

The NIH announced revisions across all PHS application kits. One major change made across all kits is a new business practice for measuring effort devoted to a project. Personnel working on projects now indicate effort by indicating the number of calendar, academic, and/or summer months.

UCSF faculty and staff should use the calendar month system.

Example, if a PI intends to devote 10% effort to a project, this equates to: 0.10 x 12 months = 1.2 calendar months

New Terminology in the SF 424 Kit

PHS and NSF will use new terminology when referring to Types of Applications. This terminology not only differs from that previously used in the PHS 398 kit but also from the OSR Approval Form. The new terminology should always be used when completing the face page of the 424 application. However, departments should continue to use the UCSF Terms when completing the OSR Approval Form.

New PI Assurance Requirement

PHS has eliminated the requirement for a PI signature on grant applications. Instead a new compliance requirement has been added whereby the applicant organization agrees to secure and retain a standard assurance statement from each PI prior to submittal of an application to PHS.

To comply with this new requirement, OSR created the PHS Principal Investigator Assurance Form. Even when multiple PIs are proposed on an application, each PI must complete this new PHS PI Assurance Form.

  • PHS 2590 kit: New PI assurance effective for all proposals submitted with a June 1, 2006 submission date or later


  • SF424 and PHS 398 kit: New PI assurance effective for all proposals submitted for the May 10, 2006 submission date or later

NIH/AHRQ Announce Change in Business Process Concerning eRA Commons Verification of Electronically Submitted Applications

Effective for applications submitted for May 10, 2006 and beyond, NIH/AHRQ will no longer require the verification of the grant application by the AOR/SO and PD/PI. The verification step will be replaced with a two business day period for checking the assembled application in eRA Commons , after which the submission process will be complete and the application will automatically move forward to the Division of Receipt and Referral, Center for Scientific Review. Within the two day period, the AOR/SO will have the ability to “Reject” the application and stop further processing. PD/PIs must work through the AOR/SO to “Reject” an application. [more...]

The NIH Office of Extramural Research has established a listserv to provide periodic updates on its electronic grant application program to scientists and administrators in the biomedical research community.
